Gdańsk, the 27th and 28th of Semptember 2018

We are inviting you to join us in the second edition of Metropolitan Congress of Revitalisation. It is a unique event organised in Gdańsk by the self-government of the Pomorskie Voivodeship and Metropolitan Institute. The annual two-days Metropolitan Congress of Revitalisation gives an opportunity to attend various meeting, listen to the lectures and many fascinating discussions of experts on the topics connected with conducting urban revitalization processes.

The main idea of this year’s Metropolitan Congress of Revitalisation is the possibility of the share of private capital in the revitalization process.

In accordance with the applicable law, revitalization should be understood as a set of the commune’s own tasks. For instance, these tasks are revitalisation and its execution – through revitalisation we understand so called undertaking of revitalisation and its assessment (monitoring and evaluation). What is more, tasks connected with revitalisation have a public character. This means that they are basically financed by the public resources of European Union, the Polish Republic and local government units. However, the public resources are limited. Thus, the appearance of the issue of private capital and business participation in financing revitalization in public discourse is growing. The more this problem is discussed, the more the size of EU structural funds is considered. The Republic of Poland will be able to use these funds in the next budget perspective. Privatization of public tasks is the mechanism that enables the participation of private capital and business. This relieves the public sector in a given scope. Perhaps, it is a solution to the problem?

During this year’s congress we are going to search for the answers to these and other questions:

  • Should we privatize public tasks in the field of revitalization? If so, where should be the limits?
  • To what extent should private entrepreneurs participate in revitalization, to what extent should they finance it?
  • In which legal forms should these tasks be privatized? What mechanisms should be used to ensure that the axiology of revitalization and public interest are implemented also by private entrepreneurs?
  • Is the privatization of public tasks justified and right in the field of revitalization?

These and other questions will be answered by our guests during congress sessions, panels and workshops.{:}
